What is Quebec pilot program for workers in the IT, AI and visual effects sectors?

Quebec has launched an economic immigration pilot project for foreign workers in artificial intelligence, information technology, and visual effects. If the applicants meet all of the conditions, they can submit an application for permanent selection and obtain a Certificat de sélection du Québec (CSQ). Among other requirements, they must:

  • be proficient in spoken French, if you are submitting an application under the Francophone profile
  • hold or have accepted a job in Québec’s artificial intelligence, information technologies or visual effects sectors

Who is eligible for this pilot program?

  • a foreign worker or a Québec graduate in artificial intelligence or
  • a foreign worker in information technologies and visual effects

This pilot program allows Quebec select 550 principal applicants per year and their family members. It includes 275 Québec graduates and temporary workers in the artificial intelligence sector and 275 foreign workers in the information technologies and visual effects sector.

What are the general selection conditions of Quebec pilot program for IT, AI and visual effects sectors?

There are 2 components/streams: a foreign worker or a Québec graduate

(1) be 18 years of age or over and have complied with the conditions of the stay in Québec (under the Temporary Foreign Worker Program (TFWP) or the International Mobility Program (IMP);or under a youth exchange program)

(2) hold a job in Québec at the time of submission of the application.

(3) demonstrate financial self-sufficiency

 

What are specific conditions for the Artificial intelligence stream?

Foreign workers Foreign student who is a Quebec graduate
  • have obtained an educational credential which is equivalent to a Quebec Bachelor’s Degree or higher.
  • have acquired work experience in Québec at least 24 months of full-time skilled work experience (NOC 0,A, or B) gained within the five years (over the 60 months) preceding submission of their application;

OR 

  • hold or have accepted a job in Québec on a full-time basis in the artificial intelligence sector; for which the gross annual salary is at least $75,000 if their employer is established outside the territory of the Metropolitan Montréal Community or at least $100,000 if it is established inside the Metropolitan Montréal Community.
  • have obtained a university diploma issued by a Québec educational institution during the 24 months preceding submission of your application.   
  •  If the applicants hold a diploma of higher specialized studies (DESS), they must have held a full-time job in Québec at level 0, A or B; for a period of at least 6 months during the 12 months following the date of the end of their study program.

OR

  • hold or have accepted a job in Québec on a full-time basis in the artificial intelligence sector.

The applicants are not eligible as a Québec graduate if they hold a scholarship with a clause requiring them to return to their country unless they have already fulfilled that condition.

Committee of experts

When the applicants submit their application for permanent selection in the AI stream, they must provide an opinion issued by a committee of experts administered by the Comité sectoriel de main-d’œuvre des technologies de l’information et des communications Techno-compétences – in French only.

 

What are specific conditions for the IT and visual effects stream? 

  • hold a diploma from a technical program which is equivalent to a Quebec diploma of college studies or higher.
  • have held an eligible job: at least 24 months of full-time skilled in an eligible occupation gained within the five years (over the 60 months) preceding submission of their application.

OR

  • hold or have accepted an eligible job in Québec: on a full-time basis; whose hourly wage is equivalent to the maximum wage or higher than the average wage for their occupation, or to the 9th wage decile for your occupation according to Emploi Québec.

- NOC 5131 – Producer, director, choreographer and related occupations, but only if your job is in the visual effects sector

- NOC 2174 – Computer programmer and interactive media developer*

- NOC 5225 – Audio and video recording technician, but only if your job is in the visual effects sector*

- NOC 2281 – Computer network technician

- NOC 2241 – Electrical and electronics engineering technologist and technician
