Entrepreneur Immigration is a “temporary to permanent” immigration pathway. That means that if applicants are approved, they will initially come to Newfoundland and Labrador as a temporary resident, and then must operate and actively manage a successful business for at least one year before being nominated for permanent resident status in Canada.

What is International Entrepreneur Immigration?

The NLPNP - International Entrepreneur Category is for experienced business owners or senior business managers who want to acquire or partner in a business and operate a business at least one (1) year in the province of Newfoundland and Labrador. NLPNP selects eligible applicants and supports their application for a work permit. With the work permit, applicants arrive in Canada and establish their business.

There are two streams within the International Graduate Entrepreneur category - Starting a New Business and Purchasing an Existing Business. Each stream has unique requirements.

What are the requirements of Starting a New Business?

If starting a business, the applicant must create at least one full-time equivalent job for local population (permanent residents and Canadian citizens) in Newfoundland and Labrador. This position must:

  • Go above and beyond any position filled by an accepted applicant. To be clear, dependents or relatives of the applicant who create or fill positions are not eligible. 
  • Be relevant to the applicant's business and directly tied to it.
  • Meet the minimum the LICO of provincial wage levels

What are the requirements of Purchasing an Existing Business?

If the applicant is purchasing an existing Newfoundland and Labrador business, all of the following apply:

  • The business must have been in continuous operation for the past five (5) years by the same owner
  • Applicants must submit evidence that reasonable efforts were made to establish a fair market value for the business.
  • The business must be running normally and not in receivership.
  • Applicants must offer employment on similar terms and conditions to current staff.

Who is eligible for the NLPNP - International Entrepreneur?

To be eligible, applicants must:

  • Be 21 to 59 years of age.
  • Provide a business plan with supporting financial documentation verified by a recognized third-party professional service.
  • Have a minimum of Canadian high school diploma or equivalent foreign credential verified by an Education Credential Assessment (ECA), taken in the last five years prior to the date the EOI is submitted. obtain a score of 72 out of 120 in the Expression of Interest (EOI) assessment grid.
  • Have at least $600,000 CAD in unencumbered net business and personal assets that could readily be transferred to Newfoundland and Labrador.
  • Be able to invest at least $200,000 CAD of his or her own money to start a new business in the Newfoundland and Labrador with a minimum ownership of 33.3 per cent, or $1 million in equity investment.
  • Start or Purchase a business for-profit entity with the primary purpose of earning profits through.
  • Have at least two years’ experience actively managing and owning a business (25% minimum ownership) in the last five years OR 5 or more years’ experience in a senior business management role in the last ten years.
  • Have a score of at least 5 or equivalent to CLB (Canadian Language Benchmark).
  • Submit a complete Expression of Interest (EOI) online.
  • Obtain an Invitation to Apply from the Office of Immigration and Multiculturalism.
  • Show intending to support local economic development or focus on high-demand industries or sectors (e.g. Agriculture, Aquaculture, Technology, Natural Resources) that has the potential to create significant economic benefit to Newfoundland and Labrador.
  • Must conduct a mandatory exploratory visit to Newfoundland and Labrador before submitting an official application to the Office of Immigration and Multiculturalism.
