What is the Quebec Entrepreneur Program?

The Quebec Entrepreneur Program is for experienced entrepreneurs who want to develop and or purchase a business in Quebec. Accompanying family members can also become permanent residence under this program. In 2018 the program was revised by introducing two streams (Stream 1 & Stream 2) under which applicants can apply for a Certificate of Selection of Quebec (CSQ). As of January 2020, all applicants who apply for permanent residence through Quebec immigration programs are required to pass a Quebec values test or complete a course in Quebec values in order to understand Quebec values. What are the general requirements of the Quebec Entrepreneur Program?

Quebec Entrepreneur Program - Stream 1

Stream 1 is focused on new businesses or startups in Quebec with support from three types of organization. These organizations will provide a service offer to show their capacity to support the candidate(s) and their business project. There can be a maximum of three candidates in the project who are also submitting the same application.

  • Education: Minimum secondary (high school) diploma, or a foreign equivalent or higher
  • Quebec Economic Class Selection Grid: Minimum of 41 points across all categories, found here.
  • Settlement Funds: proof of financial self-sufficiency
  • Service offer/Business Plan: support from the business accelerator, incubator, or university
  • Quebec Values: attestation of learning about democratic values and the Québec values.

There is no established list of organizations, but there are classified into three types:

  • Business Accelerator: An organization with an establishment in Quebec that offers support services, particularly assistance seeking financing, to entrepreneurs whose projects aim to grow innovative businesses.
  • Business Incubator: An organization with an establishment in Quebec that offers support services to entrepreneurs who seek to create innovative businesses.
  • University Entrepreneurship Centre: An organization administered by a university institution at the university level that provides coaching services to entrepreneurs.

Quebec Entrepreneur Program - Stream 2

Stream 2 is focused on owner-funded and operated businesses. This means the candidate either created or acquired an existing business and also operates and actively participates in its daily management.

  • Education: minimum secondary (high school) diploma, or a foreign equivalent or higher
  • Quebec Economic Class Selection Grid: minimum of 81 points across all categories, found here.
  • Financial Deposit: either a security deposit of $200,000 CAD or a startup deposit of $300,000 CAD and $200,000 CAD if outside Montreal
  • Ownership: at least 25% for a new business or 51% for existing business acquired by the candidate (must be operating 5 years prior)
  • Net Worth: minimum of $900,000 CAD
  • Settlement Funds: proof of financial self-sufficiency
  • Business Plan: must demonstrate a successful evaluation of the business project
  • Quebec values: attestation of learning about democratic values and the Québec values.

Excluded business should not operate in the following industries:

  • Salary loans, check cashing or pledge loans;
  • Real estate development, brokerage in real estate or insurance;
  • Production, distribution or sale of pornographic or sexually explicit products or services related to the sex industry such as nude or erotic dance, escort services or erotic massages.
